No it isn't wrong for a paternal father to intervene. A heavenly father will always intervene you will not see it right away but he is in the midst of all things ; after all he is the creater of all and the final word of all. I am a firm believer he 's always been there for me!

No it's not, because he has created us with free will, and as much as it pains Him to see his children hurt, beat up and destroy one another, it was in His plan to let us all find our own way through life.
What kind of Father would dominate and dictate every single one of our actions?

That is a very hard question to answer. My reply is he wouldn't act by forcefully stoping the abuser but by given both parties the courage to respond to the situation. You may feel the need to talk to someone and find the courage to confide in them, or the courage to stop yourself (or friend) from being hurt.
