As has been mentioned there is no such thing. You are propbably talking about a United Kindom Passport.

The government department which manages this is the Identity and Passport Service

You can get an application for a "United Kingdom" passport from any main post office but you won't get anything if you want an English passport ... there's no such thing. England is only part of the country and is not recognised internationally as a separate state.
