You measure evil by measuring the amount of good that is supposed to be there but isn't. At least in metaphysics, that's how the definition of evil goes: the absence of a good that is supposed be there but isn't.

Simple. With your heart/instinct.
And besides which, in reality there isn't good and evil, just cause and effect, every effect having it's cause and every cause creating an effect. That's not justifying doing cruel things or violent acts, it's just saying these things will happen and we can only attempt to draw some good from them.
Basically good and evil is a judgement we pass on actions or people, when really we are just saying we do or don't agree with them or their actions.

There is no such thing as good or evil. They are polar opposites. They cancel each other out, like love vs. hate. It is all very relative, what may be good for you is evil for others. You can not measure something like good and evil.

I judge people by their actions.
But then again, evil people judge others by their clothes/appearance/etc. So we both think the other is evil, lol.

It's a matter of opinion - Whatever makes you feel really bad is labelled as evil, and whatever makes you feel good is labelled as good.
