It is a saying that some people think is in scripture; however, it's not in scripture at all. To some it means that if you meet God half-way and do your part to come to Him, then he will come to you and help you with your situation. If you read the beattitudes in Matthew 5:1-11, Jesus talks over and over about all the people that are deemed helpless and hopeless. Several times he mentions the meek, those who mourn, those who are poor in spirit, those who are persecuted, and tells how much God blesses them and helps them. God helps all of his children. He does give us the tools that help us to guide us own the way on our Christian path. The Holy Spirit is given to us as a guide, a comforter. So, I don't really agree that God only comes to us halfway. I think he comes to us completely when we are broken and torn down and cannot manage to make one extra step.

First of all, that old saying is not really scriptural, but proof of that saying can be found in the Bible. When Moses led the slaves out of Egypt, they got to a point where they had no food or fresh water. God provided manna for them to eat and water for them to drink, but they actually had to go out and collect the manna and feed themselves.
As you can see, God helped the children of Israel by providing the manna for nutrition.....the children helped themselves by collecting it to eat.
God is not a 'genie', He will answer our prayers, but not always in a way we fully understand at the time. We have to sometimes work through God's answers for ourselves, thus helping ourselves as God helps us. As an example, if you pray for a car....God may not open the door for you to get a car right away, but He may open a door for you to earn the money to buy a car.
