I have always made a menu based on what the grocers are featuring on the week I buy groceries.
I usually plan out a month at a time, but if you are just starting you want to do only a couple at once until you are fairly well stocked.
I sit down with the newspaper and my calander.
Say that ham happens to be on sale. I think of the fisrt item I would logically make, that would baked ham. Now I think of how the leftovers could be used. Ok so, some sliced for breakfast. Some slices for sandwiches, and dice off all the rest of the meat for mac & cheese with ham, or scalloped potatoes with diced ham.
Now I move around the calander to see which day I want to serve baked ham & write it down. Next Plan what veggie you want with the ham and what potato and any other side items you will have.
Then move on to the sliced ham, if you don't use it for breakfast then you may want to plan a light dinner with soup & sandwich.
Ok now the diced ham, mac & cheese and my kids love to have hot dogs on a bun & chips.
Now whats left? The bone. Use it to make a navy or pinto bean soup. I'd serve grilled sandwiches with the soup.
So now you've created 4 meals out of one meat item.
When i make roast beef, I make a large one so that i will have leftovers to make burritos out of the meat & gravy. Don't like burritos, then soft beef tacos, or veven beef soup, just thin the gravy with beef broth and add vaggies and barley or noodles or rice.
You could also make hot roast beef sandwiches.
So now that you have the idea you will be able to plan a months menu at a time based on what's on sale at the grocers and believe me you will also save money.

Treat it like you would a resume. Start at the beginning of the meal and so forth. Is this for one meal or a restaurant....you've been to restaurants so I think you go that....but one meal....list nicely in the order of serving. You can pear the drinks with courses (if necessary) or if you only have 1-2 - you can put them at the top.
