put tape with the sticky side up all along the counter edges for a few days, they hate that, its how I trained my cat to stop jumping on the computer desk.

Get rid of the counter.
No, seriously, all of the genuine answers here are good. You just need to find something that really annoys your cat, be it tin foil or plastic bags or a silverware jenga pyramid, and leave it on the counter until she understands that counter=annoying.
Good luck though. I haven't been able to keep a cat off a counter yet. Or a bed, or a shelf, or a couch, or a table, or a door top, or a ....

I disagree with the person who said smack the cat. There's never an appropriate moment to hit your pet.
My mother bought an inexpensive floor mat from an office supply store. It's the kind you'd put under a desk, and it has pokey things on the underside. She put that on the places she didn't want the cat. It's not a permanent solution, though, or at least for her cat it wasn't. If the mat isn't on the counter, the cat would still jump up there. The water bottle is a good idea too. (Unless you have a strange cat... my cat LOVES the water bottle... I have to hide it from her!)

Get a spray bottle, fill it with water, and whenever the cat jumps on the counter or something it's not supposed to, squirt it with the water in the face. Since cats don't typically like this, they'll get the message that the performed behaviors result in something that isn't fun, so they'll stop.

Try putting tin foil on your counter top, some cats don't like the feel of it on their feet, and will learn that it is an uncomfortable place to be.

when my cat did that, i put a little pepper on the cabinet tops, when she went to lick her feet the pepper burned a little but she learned not to go on the counter tops.
