No, I think the guy is an idiot!
What if you hit him, hurt or killed him.
YOU would be blamed for the accident.
There is thousands of ways to show affection for others.
Endangering himself and you is NOT one of them.

Well, truthfully, it depends on what answer you're looking for. In my opinion, there are two possibilities:
1) He likes you, and wants to become closer to you
and 2 (the more probable one)
2) If I guy jumped in front of my car just to wave I wouldn't be surprised simply because I know a bunch of guys who do that kind of thing. So, I don't think the guy likes you, but he thinks of you as a close friend and just likes hanging out, messing around, and flirting a bit.

he either likes you a lot and is trying hard to get your attention or he is an idiot. if he is cute offer him a ride, if he is an idiot act like you are going to run over him and he will quit.
