The short answer is because our government wanted them to be.

The long answer is that we fought back against the terrorism that led to the attacks on September 11, 2001. Those attackers trained in Afghanistan. After toppling the Taliban, we, America, decided that Iraq posed a threat to the world and it would be best to topple the government of Saddam Hussein.

The reason that we are STILL there is because after taking the government down we unleashed a cultural war that was completely, or at least seemed to be, unexpected. We are going to be there until Iraq's new government can take on some of the security roles itself.

B/c Iraq has no security. Like we have the police, FBI whatever to protect us. They dont so when a group of radicalist, who live in that country start to bomb everyone usually for money and ruleling reasons they have no one to stop them like the Nazis, an uncontrolable group. Iraq violated the 1991 cease fire treaty by having missles that went beyond a certain range. An agreement to destroy the missles was a dragging process, all while weapons inspectors were turned away. Violation of the cease fire & the closed door policy to weapons inspectors led to the deployment of US soldiers backed by the US congress and the Executive branch of the United States.
