I work out 5 days a week 4 times weights 45 min and 5 times cardio 45-1 hour each week.I also eat a clean diet but I cant seem to loss the pudge.I really want to get just below my minimum fat level.Any suggestions?

Make sure you are spreading out your nutritional intake into 6 meals instead of 3 (if you are not). That could go a long way to making your body more comfortable with a lower fat store.

This may sound strange but I would focus more effort on the weight lifting than the cardio and here is why:

Extra muscle mass burns extra calories on a 24 hour per day basis. Also, when you are providing your body with a stimulus to increase lean mass, it makes the body more selective in burning fat (instead of muscle) to satisfy a caloric deficit. Also, too much cardio can actually reduce your lean mass.

These are the techniques that I use to maintain less than 5% body fat year round in my 40's.
