That's French and it means literaly: I'm frozen from seeing you like this! It (je gèle de...) is not an idiomatic phrase (at least not in France) but I guess it's a way for someone to express pity. Possibly towards a homeless in winter!

i'm not sure what the person meant to say but if i had to translate word to word it means: "i'm freezing of seeing you that way" and yes it is french.
