The problem with the discount plans is it's almost impossible to find a doctor or dentist that accepts them. My sister lived in a retirement area and a bunch of them bought discount plans. It sounds good until you need to get a tooth filled. No dentist would accept the program so they wound up paying full price anyway. The "discount" was worthless.

Are you sure that maybe there wasn't something in the fine print? I would think it would be illegal to misrepresent something like that. I guess it would depend, though on your situation. If you can get regular insurance, then a discount plan would probably seem like a rip off to someone, but if for whatever reason, you cannot get insurance, then a discount plan would be better than nothing at all.

If they truly said it was insurance and it isn't, then you have a reason for complaint to the State Insurance Department.

But, many people 'hear' what they hope, then are disappointed afterward. Be sure you read the policy and any written literature or even written notes the salesperson left. If they really said 'insurance,' and if it really is NOT insurance, then follow up and go after them!
