Im not shy and i don't mind being rejected, but how should i phrase it? should i just be blunt with "do you want to go out with me" or should i ask him to hang out with my friends at the mall or something? Would he find it awkward only to be with my friends (people he doesn't know) and is the mall too girly of a place?

you have to work into it. Do you know this guy? Do you guys talk a lot? If you do, than just ask him if he wants to hang out sometime. Trust me, guys like it when a girl asks them out. It boosts the ego and he will probably say yes. But dont be to blunt and say do you want to go out.

you see, the problem here is you've got a bunch of girls answering your question. You need an answer from a guy himself.
I agree with what one girl said--dressing sexy is definitely a plus, if it's your style. And then just come out and say what you feel. If you look hot, it doesn't really matter what you say.
Personally, I think it's best if you give him the opportunity to ask you out, rather then you asking him out.

i've had a guy ask me out when i was in 5th grade, looooonnnnngggg time ago, but i would just aask it, and fast to get it over with!!!! ask to go to the mall or to coldstone for some icecream!

I'd first decide where you want to go and what you want to do. Say you were going to go to the mall and movies, I would say something like, "Hey [name]. would you like to go to the mall and movies with me on [date and time]?"
Or:
"Hey [name], what are you doing on [day/night]?"

Just don't! Do you really want to waste your time on a guy who is too lazy or cowardly to ask you out? A quality man will ask you out himself, on a REAL date.
