bath tub crayons, play dough ,water colors, shovel and pail, and i know this will sound crazy but i have done home day care and worked in the field of child development for 15 years but! go to Lowe's home depot and ask for a huge box from a fridge or washing machine then take it home an put a basket of stickers and crayons in side with stuff for a house and get in there with him/her and cut windows and doors decorate it and believe me they will play with that for days if not weeks it will be a house a bus a school a cave a magic castle and so much more and it will cost you nothing really!

The best gift someone ever got for my oldest,who is now 9, when he was little was these big cardboard blocks. They may sound like nothing but my boys LOVE them to this day. I'd say theyre about 1ftx6inx3in. They came in all kinds of colors and my kids build castles, roads and towers out of them all the time. Even when my neices stay over for a long weekend, they'll build a little house for the dolls out of them. They're great, easy to clean up and cheap.

Kids, especially @ that age are the easiest to please. They are not demanding and little little things from blowing a candle and cut the cake is already the greatest gift to them. And the comfort of being with mommy, especially when mommy is being particularly sweet and no temper on the child's special day, is all a kid wants and they're over the top.
But if you really wanna buy a gift, perhaps you can buy anything within your means... cartoon character thet your child really love maybe?

How about a personalized book? Kids love to hear their name in the storyline. I know of the prior generation born in 60s and 70s didn't need huge extravagant gifts and birthdays. A simple balloon party with cake and friends does the trick.

When it comes to gifts try hotwheels cars or just average barbie dolls.

My Little Ponies - each horse usually runs around $5.

Art supplies - paper, paints, crayons, markers, stampers, stickers, etc.

Toy food and dishes.

Trip to the Dollar Store to pick whatever s/he wants.

Thomas trains - most are around $10-15.

Hot Wheels or other such cars. Can often get these for $1 or less each.

Puzzles.

books make great gifts. Go to a used book store, the 3 year old will never notice they're used. :)

try build a bear workshop if your willing to spend about 50 bucks (10 dollars for cheapest stuffed animal then you can dress it or whatever)

cabbage patch dolls are back and only 20 bucks

cars,trucks,stuffed animals, all can be found cheap at dollar stores and goodwill

boy- hot wheels, they're pretty inexpensive.
girl- anything to play dress-up w/.
honestly, whatever you can get. kids are notorious for tearin' things up & usually like the package better than the gift. i've got 3 boys & when i need to get them something, i go to the dollar store. if you go to the right ones, you can get everything for $1-i love those.
