Could mean anything. Some men are players and cheats and are capable or anything. Some men just enjoy flirting.With some men this is an indication that they wants something more.
The only thing you can do is break the ice and try and get to know him but at the same time using your commonsense with your eyes open.

A guy winking at you doesn't mean he's single - it means he's alive and you're not hideous... or maybe you are - but he hasn't had it for AGES!
The fact that he sometimes ignores you could mean one of two things - that BOTH have the same conclusion...
Scenario 1 - He is forced to ignore you when someone in the office - who knows him & his wife - is around!
Scenario 2 - He is bolstering his ego and not so much interested in you as he is in interested in thinking he can get you interested in HIM!
Either way - look elsewhere...
You're worth more than a quick shag behind the filing cabinets and don't you forget it!

It could be honest flirting, but there's nothing to stop you from saying Hello, maybe then as you get to know him, you will find out the truth, but tread carefully.

From what you have said, you do not appear to be showing any response. Unless you show even a slight positive reaction, you will not get to know him and will not ever know what he is like.
Flirting can be great fun if you appeal to each other.
