try using tuneup utilities 2007 from download.com to optimize your computer and network connection. they have a fully functional trial version you can download, and buy if you like it.

if you want to increase your download speed, talk to your ISP about getting more bandwidth.

This could be because of your server load that is running from your ISP, and the amount of net traffic, I use Firefox and tweak it to load quickly and fast.... There are some "Booster" programs to speed up surfing but be careful playing around with windows settings...Good Luck
