If you are eligible for a Social Security number, that is your taxpayer identification number. If you are not, you need to complete a W-7 form and submit it to the IRS.

New Born's have to have a Social Security number before they are a year old if born in the U.S. If you are new to the country apply at your local S.S, office, as previously was mentioned.
