I don't know if you are building the clubs from scratch or modifying an existing set. Whenever you shorten a set of clubs, you are stiffening the shaft; so, for example, you could make a men's regular shaft into a stiff flex shaft if you cut it down for a woman. And that would not be an appropriate club for most women.

Properly fitting clubs is a complicated process best left to the professionals. Contrary to popular belief, you do not necessary fit a taller person with longer clubs. There are other factors involved. It would take an entire course in clubfitting to explain fully. But, obviously, that is something you are not going to do. A rule of thumb is this: standard length for men of average height; an inch shorter for women up to about 5'5". Again, I would not fit all golfers this way, but it is a starting point for you.

Proper lengths rely on proper measurements. Usually the distance from the wrist to the ground. There are "standard" lengths I would call them nominal lenghts that all manufacturers utilize for the off the rack sets and clubs.
