our dogs develop teets about 1 day before they have pups. the milk will come down during labor.

Yes she will develop her teats once the pups come along so don't worry. Some teats will be larger the others, this is perfectly normal. Just watch once she is feeding for mastitis, Pain full teats and hard swelling and temp. They can get very sick from this and even die, usually they just feed the lovely little ones and all goes ok, hope this helps.

She will in the next few days don't panic until she goes into labour and has no milk.
Make sure she is getting enough calories feed her a good quality puppy formula dry food and heaps of it

Hm...maybe you should take her to a vet if there's nothing growing. But you can always get the milk that comes in a can if the mother isn't producing any milk.
