Im not sure how to explain what the USDA, AKC, and AWA have to do with the protection of these animals, registrations and licenses. Who over powers who? How does this system work?

the usda is the united states department of aguculture. Which I don' t really see what it has to do with animals unless they are farm animals. The akc is american kennel club. you can view what they do at www.akc.org. i can file all my paper work on line now yeaaaaa... Never heard of awa. you can probably find usda at www.usda.org too. everything that has to do with laws is usually under .org. It is best to read everything on these websites because it is a learning experience. rather then us telling you what they do. I only register litters with AKC And the people who buy the pups register them with akc. they do not license anything. licenses are issued at your town office which is not on your list. So it is best to go to the websites if you want an A

The USDA controls the amount of care the animals must receive. Usually this is broken down by state. Some states regulate food and water, shelter, and/or vaccinations through their agriculture departments.

The AKC will register just about anything. The dog doesn't have to be purebred because they never check in on their registries. If the puppy mill wants to lie and say they had 10 in a litter when it was really 5, the AKC will send 10 papers and then the puppy mill owner can attach those extra papers to whatever dog they want. The AKC also doesnt regulate quality. Most people think "AKC papers" means "quality" when really they are of no more use than as toilet paper.

The AWA hasn't anything to do with puppy mills. Its widely unenforced for shelters and research facilities. It describes floor space needed for shelter and facility animals. It calls for certain vetrinary care, feeding, watering, quarentine. There is no AWA enforcement for puppy mills.

The American Kennel Club (or AKC) is the largest registry of purebred dog pedigrees in the United States. For a dog to be registered with the AKC, the dog's parents must be registered with the AKC as the same breed, and the litter in which the dog is born must be registered with the AKC. Once these criteria are met, the dog can be registered as purebred by the AKC. Registration indicates only that the dog is purely of one recognized breed; it does not necessarily indicate that the dog comes from healthy or show-quality blood lines. Nor is registration necessarily a reflection on the quality of the breeder or how the puppy was raised.

USDA: Its purpose is to develop and execute policy on farming, agriculture, and food.

I could not find any meaning behind AWA that even refers to animals.

Each state here is USA regulates these puppy mills or farms. You have a very big job ahead of you. In some states it is legal for them to exist. I am not completely knowlegable in all the different states workings in these matters, or even where to point you in the right direction to start.
Perhaps some others here can help with that. As far as I know in my state CT we have no puppymills.
