Don't worry so much about making a rip-roaring stirring speech as just saying what's in your heart. Words that come from the heart are always the most moving anyway. I do hope the wedding goes great on Saturday and that you'll be able to remember this occasion with fondness in the future.
One more thing. I'm truly sorry for the loss of your dad four years ago, but I'm happy that your mom has found someone to share and enjoy the present time with. I do think you share the same sentiments as well. God bless you all.

Concentrate on the changes your mother has made since she met this guy. Is she happy, motivated to live, closing another chapter in her life and opening another. If you walk mention the struggle she had being a widow. Remember the wedding is your mothers day, she should be happy. If cant do the speech, then speak to your mom before its to late.

If you're not comfortable discussing the particulars about their marriage you could base your speech about love and integrate them into it, or focus on what the relationships future represents for them
I'll give you a couple of love-type paragraphs/quotes you could go with that I use when I help my friends and family with stuff like this.
-May the best day of your past be the worst day of your future.
-May the roof above you never fall in and may you both never fall out.

No reason to beat this guy down, that will ruin your mom's mood. So say something like, " I would like to propose a toast to my mother whom I alway's adored, and Gratefuly accept the new man in her life, whom they both wish to spend the rest of their lives together with, and may god bless their togetherness for as long as fate allows" or something like that, maybe changing it to fit your own feelings etc. but basically this is an idea...to build on.

my advice to you is, dont' mention your dad in the speech. I totally understand how important he is to you and I'm sure to your mom, but this is her and her fiance's day and I dont' think it would be appropriate to mention him
It might make people on his side of the wedding a bit uncomfortale.
I'm sure you're dad would happy your mom has found love again, and would understand that he shouldn't get in the way of her special day.

and say something FROM YOUR HEART!!!
its so important. but i was thinking a good thing to say would be....
"mum, we have been through a lot since dad passed away and i am glad you have some one who has helped you get through the day, ____ is a good guy and even though he will never be like dad, he is still in our life and he has been there for you, i wish you two the very best"
or something like that...
like this other guy know that he is not like your dad but your mom is lucky to have someone to lean on.

Toast the couple, not just your mom. That shows respect, and maturity. You never know when you might be in her position
Something like Here here cherished family, friends, and guests, on this beautiful day I'd like to take this opportunity to welcome (what's his name) to our family, and may he love my mother as much as I do. They met (whenever and under what circumstances), when I first met (what's his name) I thought (whatever), but now I know he loves my mom, and I look forward to the many happy times I know we will share.

Tell her that you love her and that you are glad to see her happy. Then, welcome the new man to the family. You can keep it short if that helps. People get antsy during long speeches anyways.
