The question you asked is also the title of a poem I think.
It also undermines that fact that many wars are not started by governments who just decide to have one(although the current one in Iraq is) many wars are fought because the people want to fight.

Right. You've just bought a burger and are walking down the street eating it. I walk past you, grab the burger, eat it, and then force you to return to the burger bar and compel you to buy me fries. Surely you would be cheesed off, even if the burger was not a cheeseburger.

That is what war is about. It stops people taking things that do not belong to them. If you are against legitimate defence, go and live in the Congo. You'll soon learn, and grow up.

I think it could be difficult to 'give' a war, would anyone want to take it?

If nobody came there couldn't be any conflict.

Not sure that you can give a war, but you can start one if you think you can get away with it.
