Is it true that Texas can fly it's flag at the same height as the american flag?

yes but it depends, if the 2 flags are on different flag poles it can, if they are on the same one the texas flag is lower.....(texas was a country for about 10 years before it joined the usa

NO! State flags are to be flown below the American Flag.
