Fluid ounces (fl oz) you measure in a cup. Ounces (oz) you measure on a scale. In other words the first one is a measure of volume and the second is a measure of weight.

For most liquids they are pretty close to the same thing. One fluid ounce of water weighs exactly one ounce.

fl oz is liquid measure. it fills the entire space of the interior of the cup. oz is solids., they don't necessarly fil the volume.
