Need to see a vet or else you run the risk of your dog developing an aural (ear) haematoma (bruise). Aural haematomas are caused by expessive shaking and/or scratching of the ear, the ear flap (pinna) fills with blood. This needs to be surgically repaired.
Scabs could be from:
1. Secondary to scratching due to ear mites, bacterial infection, fungal infection, foreign body in ear canal.
2. Insect bites
3. wound - running into something, dog bite
4. Flea bites/allergy
5. Food or environmental allergy
Without seeing the ear non of us would be able to tell what is causing so best see your vet.

For the love of God, how long have you let this go on for?! Get her to a vet before Animal Control do, and don't return her.
