I am confused...is your essay about 'destiny' or 'reincarnation'? You do realize they are not the same thing right?
Also, you're asking for an answer of Buddhist beliefs from a Hinduism perspective? Again, you do realize that Buddhism and Hinduism are individuals, right?
I can only answer from a Buddhist perspective - and that is that yes, we believe in reincarnation...but not in the sense that you may be thinking. We don't believe that when a person dies that person always comes back in the form of another person; rather that person's energy, teachings, beliefs, etc. may or may not take on the form of another person, animal, etc. There is no definite "yes, everyone is reborn into another being" belief.

Find out what this is that incarnates into different forms and you will have your answer.
