Try using Aloe vera or Vitamin E oil (you can buy it in a bottle in stores like Wal-Mart) to see if that helps, also check with your dr for additional suggestions on what to try.

Find a regime that has a hydrating wash. Toner and lotion and do not for the love of pete, use creams that have mineral oil to them it hardens skin not softens it.
Maybe find a hydrating mask too - to use to help hydrate your face.
Drink water. :)

aloe vera or you can get a special sponge that removes dry skin. they sell them at Walgreens. I had to use it once when I fell asleep on a stridex pad. I woke up and the skin on my face was pitch black. It worked.
