This one I will answer. The other one about turbo charging or supercharging cheaply I will let slide.
First get your self a cold air intake from K and N or Air Raid. Net get a low restriction exhaust system. Then last, but not least get a performance chip. The three systems will set you back about seven hundred bucks, but will result in the power you are looking for.
