Nope, APO, FPO and a couple of other type addresses were set up just for the reason of avoiding increased cost to mail to our Brave Troops. Send it at regular US Domestic rates

A 39 cent stamp should be sufficient unless the letter is over the weight limit for a 39 cent stamp.

39 cents will be enough postage for a 1 oz letter. If it is over one ounce, it will be 23 cents for each additional ounce.

One stamp should do it, however you best get it in the mail before the post office gets another wage increase !
