Nope, APO, FPO and a couple of other type addresses were set up just for the reason of avoiding increased cost to mail to our Brave Troops. Send it at regular US Domestic rates

A 39 cent stamp should be sufficient unless the letter is over the weight limit for a 39 cent stamp.

39 cents will be enough postage for a 1 oz letter. If it is over one ounce, it will be 23 cents for each additional ounce.
