A lot of people take pictures by the Mulholland Fountain by Griffith Park on Riverside Drive. Sorry I can't think of anything closer.

Try Castaway is on top of the hill, beautiful city views, has a large restaurant, perhaps banquet facility, fire-pit, wonderful and romantic atmosphere, check on the food options, make sure is good. It's up in the hills in Burbank Call 411

Brand Park is really close, just next door in Glendale, and often plays host to wedding parties and the like. The Japanese garden and teahouse on the property is especially lovely.
