Leeks:
Called "the gourmet's onion" are related to onions and garlic, but have flat leaves instead of tubular and relatively little bulb development. They have thick leaf bases and slightly developed bulb look like a giant green onion, and are eaten as a cooked vegetable.

Scallions:
They are a variety of young onions with a long, thin white base that has not yet developed into a bulb and long straight green stalks that look like giant chives. Both the white base and the green stalks are commonly eaten. Scallions have a milder flavor than mature onions, but a bit stronger than chives. The tops of these green onions may be used as a substitute for chives in many recipes. Although scallions (green onions) may be cooked, either whole or chopped, they are perhaps most enjoyed fresh as in salads, as a crudite or as a last minute topper for sauces.

No, although they come from the same family. Leeks are large and fibrous. Scallions, green onions by any other name, are smaller and stronger in flavor. Chives, also part of the family, are slendar and mild in flavor,.
