If that's true, then you have to realize that guys are not all joe secure - they realize they are in competition with other guys - and there are always guys better looking, more cool, whatever - so typically beautiful girls have all the jox lining up for them, and that makes most guys feel like, how can they compete with that? You know, if you notice George Clooney hitting on the same gal as you ...
but to put that to rest, if you make a guy feel welcome and let him engage you emotionally, you know, like a friend, then that will put him at his peace. If you act like a peacock, always noticing which other guys are checking you out, then you'll wither most guys.

Take the offensive and approach guys you are interested in. Most guys will find a girl with enough self-confidence to approach them even more attractive.
If you see a cute guy with a funny t-shirt or wearing something out of the ordinary, go up to him and say "Hi, I like your t-shirt/hat/whatever." Either he will start chatting with you or will just say Thanks. At least you gave it a shot!

It's probably because they see that all these other guys like you too and they think that they're not worthy. It's pretty dumb, you'll just have to find a guy who's confident in himself.
