It is insulation around the base of the Live and Neutral pins of the plug. It is to prevent little fingers touching the LIVE conducting metal when a plug is removed.

Phil is absolutely right. The arrangement should prevent the metal part of the pin becoming exposed while still touching the
live contacts in the socket. Also the earth pin is longer to ensure that it connects first.

It is a plug with an outer sleeve. It depends on what exactly you need the plug for though....the sleeve protects it from the elements or contact with other surrounding components.
