Spring ... rainy and cool ... with a few sun breaks that make the flowers grow.
Summer ... warm and hot, occasional rain showers
Fall ... Nicest season ... warm weather through mid-october, rain usually doesn't start until end of October, other than the occasional showers.
Winter ... cold (but only a few days below freezing) and rain, rain, rain, some ice, little snow.

Contrary to popular belief, it does not rain in Portland all the time. Yes, it rains more often in Oregon than in say, Arizona, but that's just due to where Oregon is located. It rains more in Seattle than it does in Portland. However, it is not constant rain 24/7 365 days a year.
From about late October through February it rains quite a bit and is cold. The coldest Portland gets is in the 20s, and that's only during the evening. Very rarely is it that cold during the daytime. It very rarely snows, and when it does it lasts only a couple days. The average temperature during the winter is between 30-40 degrees.
Starting in March through about May, it doesn't rain as much but it is still a bit chilly. The temperatures get into about the 50s and 60s... occasionally it'll get up to 70.
Then from June through early October its quite warm especially during the summer and temperatures regularly get into the 80s & 90s. It very rarely rains during this part of the year.
Portland experiences all the 4 seasons, and as a result of the rain, Oregon is very green and beautiful. If you don't like cooler climates, and prefer dry, hot weather, then Oregon isn't for you.
But please, don't think that it rains ALL the time. It really doesn't. If you move from somewhere like Arizona to Oregon then yeah, you'll feel like it rains alot, but you get used to it.

Yes, it does rain here. No, it does not rain a lot. One of the reasons I love Portland, and Oregon in general, is the rain. I find it a blessing.
Let's start with winter. Snow is rare. We had one day this year with sticking snow. Stuck around the downtown area for only 2 days. Before that, it was 2004. Other than that, winter is usually quite mild.
Fall can be two sided. It can still be quite warm in early fall, into the 80s. It can get chilly with highs in the 40s. And I think that's the wet time here. Still not very wet. It can be gray, but where is it not in the fall??
Spring is basically the opposite of fall. The colors are leaving in fall, and coming to life in spring. Portland is absolutely beautiful this year, with blooming cherry and Japanese maple trees making the city awash in pink. It's due to the mild days we've had. It's been 70 plus one this spring. It can also be cool. I had to scrape the windshield clean of ice earlier this week. Yes, it can be wet, as it can be in any season, but it makes this city, this state, a wonderful place.
I pity anyone that will tell you that all it does is rain. They have no appreciation for what it does to the looks of the area. So, ignore them. Let them leave. The weather here is wonderful. Any time of year.

It rains from October to June, most years. The winters can be depressing for a lot of people because it's not unusual for weeks to go by when we never see the sun. It's gray and cloudy for days on end. It doesn't snow every year, but some years we get a week or two in December or January when it snows. This year, it snowed in February which is late for us. It goes below freezing, but doesn't stay that cold for very long.
Spring is beautiful. There are an amazing number of flowers that bloom. Oregon is the bulb capital of the country and there are bulb farms south of Portland that have acres of tulips, daffodils and irises in bloom. It's gorgeous. There's still lots of rain,but the temperature is usually in the 50's-60's during the day and there are occasional sunny days when it's so beautiful, it'll take your breath away.
Summer used to be mild, but in the last twenty years it's gotten where we have weeks of hot weather where it's in the 90's. It gets over 90 and Oregonians want to hide. We're used to mild weather most of the year. There's very little rain in the summer. Occasionally, there's a light shower in July or August, but not much to speak of.
Fall is rainy with occasional sunny days. The weather is brisk and chilly, but not really cold. The leaves turn color here and that's pretty. Not as spectacular as in New England but still enjoyable.

In the Spring, there can be different kinds of weather, a few days ago I was wearing shorts, now I'm pulling out my winter clothes!
In the fall it is very dry and cold, definitely a long pants season!
For about 3 years, it hadn't snowed in winter, and finally, toward the end of winter (February), this year, it did, we got dumped on, but don't count on it snowing if you ever come!
We have very hot summers! At least 90 degrees each day! Last year, although, it was way to hot, 105 every day!

Oh my gosh these people are out of control. Particularly the two right before mine. Maybe I'm just used to it but I don't think it's that bad. We have way less rain than our Big Sister Seattle up North so don't think we're that bad. Plus, our Summers make up for the rest of the year. We have some of the best Summers in the world! No joke. Our early Fall, like September and early October are usually dry and crisp. Our winters are very rainy with a touch of snow now and then and our Springs are drizzly with beautiful fragrant flowers everywhere! I mean beautiful. We are the "City of Roses" you know and we have a lot of them. Just don't forget to take your Claritin! Hope this balances out some of these ridiculous answers.
