Technically, most courses are required to make you sign a waiver and have your license to drive a cart. If you go to the course often and they know you, then they might not care if you are at least 14-15. But for insurance and liability reasons for the course, yes, you have to have a license---At most courses you actually have to be 18.

Speaking as a head professional at a golf course, I know most clubs require you to be at least 16 years old with a driver's license. In some states, it is even the law. We require this for insurance purposes.

They do make you sign a release, but I have seen people's kids driving them around the courses.

No one has ever asked me for one. But I do think you have to be over 18 to drive one.
