That's cause the answer is clear. They are not learn enough; no where close to satisfactory. Too much focus is being put on other things and things that are not yet necessary.
For example, from 1st grade to 6 they should be taught behavior and more basic academics; instead they're being taught things they will never use and will forget by the time they can use it for their future.
In brief, it's never asked cause people know the answer and are too stupid to know how to fix it.

They're learning alright...
They are learning that the world is a very strange place where nothing ever stays the same.
They are learning that their role models are all too human.
If we're lucky, they're learning not to repeat our mistakes.

You have not asked a question, you have said that something does not happen very often. You need to add some quotes and fix your grammar as well.
Are you simply asking "Are our children learning?" That questions is way too vague. Can you be more specific?

Rarely is the question asked, are our adults good in grammar? The second "is" in your question should be "are." No offence. And, this is coming from a child, so I would say, yes, our children "are" learning. (<:
