Because most ground beef is made out of steers, which comes from cows (the mommy cattle). Of course, when the mommy cattle can't produce any more babies to be chopped up, the hamburger folks usually just grind up the mommy. By that time she has usually given birth to another heffer which has grown into another cow. And the circle of beef continues.

Because there isn't enough ground beef yet. If we reach critical levels of Ground beef production, the Cow supply will inevitably dwindle and end.

I don't believe I understand your question. But farmers would not be so irresponsible to slaughter all of their cows all at once all across the globe. They breed them purposefully for the slaughter, making sure they breed enough so that their buisness never comes to a full stop. Not to mention dairy cows, they're being bred as well, and not killed. And compare the amount of available ground beef at any time to the amount of cows alive at that point in time. But mayhaps I misunderstood your question, if you wished to restate it perhaps I could be of more use?
