It is not causing them to 'regroup.' It is disrupting their operations.
Forcing them to leave safe houses and move out in the open where they can be detected.
Forcing them to abandon stockpiles and supplies.
Forcing them to move into areas where they can be more easily found.
Causing them to lose credibility by abandoning their supporters.

I suspect so, or just to lie low without risking much in the way of movement and operations.
As the operation is planned as a short term clearing operation, and these troop levels in Baghdad are not to be (cannot be) sustained, we shall see.
If there's hope it is in obtaining improving levels of performance in the Iraqi security forces.
Hope, faint hope, or no hope?
The latest BBC survey in Iraq isn't pointing to much overall improvement, rather the reverse.

More US troops I'm afraid are refusing to acknowledge that it is a SECTARIAN WAR in Iraq today, and even WORSE.. they DELIBERATELY REFUSE to heed the advice of British troops - who have 35 YEARS experience of a SECTARIAN WAR in Northern Ireland.
As per normal, USA think send every marine into the theatre and maybe the sheer volume will scare the hell out of the enemy !!
Americans can't comprehend that SOMETIMES, less is more
If you want to stop seeing so many bodybags being carried off C17's, PLEASE, get your guys to LISTEN and LEARN from those with 35 YEARS of experience .. advice that is given freely then ignored.
Get them to work AS A TEAM WITH the coalition Forces, who, USA asked for thier Military help.
Get US Forces to STOP fighting against coalition troops and believeing that it is ONLY US troops can win this war - because that is what is going on Americans..
Troop have enough to deal with the real enemies outside the bases, without in-fighting and increased tensions caused by US Forces not wanting to accept Help and Advice from other Forces.
For the benefit of furthering your education about SECTARIANISM I give you the definition from the Oxford Dictionary -
Sectarianism - n - Body of persons agreed upon religious doctrines, different from those of the established or orthodox Church, from which they have separated. Followers of a certain philosopher or philosophy or SCHOOL OF THOUGHT IN POLITICS.
American troops HAVE NO EXPERIENCE of SECTARIAN WARS.
British troops have 35 YEARS EXPERIENCE
Go figure it !!
Why do American troops BELIEVE they know best and to hell with the rest?
USA asked the coalition forces for thier help, yet troops on the ground are fighting against what experience they have to bring to the table. WHY?
Think on...
WERE UK to withdraw thier FIGHTING TROOPS ON THE GROUND out of Iraq and Afghanistan, and leave a contingent of say 100 troops in an advisory, or basic construction/engineer capacity ONLY, how long do you think the rest of the Commonwealth troops would remain on the ground in a fighting capacity? ie Canada, Australia etc
Get your troops to LISTEN and ACT UPON the advice based on 35 YEARS experience from British troops America - please before it's too late.

The entire troop surge show is just another public relations scheme by Rove and Bush.
So let's say they secure Baghdad, then what! What about all the other cities and provinces that the insurgents have basically claimed as their territory? You're telling me it takes 130,000 U.S. soldiers to secure one city....yet, no one's even studdering the word draft!
I think that about wraps this war up.
