normally one would call it : "une soirée déguisée" in french
"J'était une cow-girl" is correct

for "a fancy dress party" I'd go with "une soirée costumée."
for "I was a cowgirl" try either
"j'étais une cow-girl" -- I was a cowgirl
or "j'étais deguisée en cow-girl" -- I was disguised as a cowgirl (probably the one you need)
While the French don't have a real translation of cowboy, they say "cow-boy," so I'd use "cow-girl" for cowgirl.

une boum is a party, deguisement is dress up, but I'm not sure about une boum de deguisement is not correct french (although you have the idea right) you'd say une soiree deguise
As for cow-girl, live it as it is or vachere
