Call your local humane society and animal control. Her not eating is really not the serious issue. Dehydration is more worrisome and addressing WHY she stopped eating and became sick.
Doesn't anyone in your home have a credit card?
Vets take payments!
As hard as it may be to consider euthanisia, it's not fair to her to continue to allow her to suffer if you aren't willing to treat the problem.

Is she showing any other symptoms that you should be worried about? For instance, is she drinking water? Does she show diarrhea in her stool? Is she vomiting?
I would advise you to give her an easy treat (To get her to eat something) and then progress on from there. Perhaps some soft canned food from the hand? Instead of dry, hard kibbles.
Until then, get some money together to see the vet. If you're beagles condition worsens you won't have a choice whether to take her to the vet or not! At least for now give you're veterinarian a call?

has anyone in the family died recently gone on vacation or something where the dog has known someone to be there and is currently not ? (dogs do get depressed) if not use s credit card to take it to the vet. the dog may just be ill from old age (10 to 15 years) 14 seems to a pretty long life but yes call a vet ask for their help explain the payment situation to the vet (people are very kinda when a sick animals involved

First, 14 yrs. is a senior dog. I would urge you to explore reasons for suddenly not eating. Check out her mouth and teeth! That is something you can do. Look for any problem teeth and gums that may make chewing painful.
As mentioned, is she of good weight and still being active? Did you change diet at all? At this point she needs to eat and drink. If her teeth/gums appear to be ok then go for mixing some meats scraps in with dry to encourage appetite. If there seems to be problem in her mouth as maybe a bad or loose tooth then you know source of problem. Quite frankly, vets do not sedate a dog just to pull a tooth. Also, check out the ears! Get her down and do a real hands on from head to tail, including the belly. Is she going to bathroom less or more than ususal. Is her poop "normal" in appearance? Is her belly soft or swollen/firm. Could be backed up and uncomfortable. Dogs can get constipated and that will mess with appetite. Some bacon drippings on her dry food and walking her more could help move things.
Yes, we have to realize that vets can be expensive. Some do not care to take payments or work with folks. Does she not have a vet she has seen before? Start there. If not, then call around and ask about payments. But check her out first to see if you can find a obvious problem-like her teeth. It could be partly her age but that would not cause her to suddenly stop eating. I am not one to advise table scraps but she does need to eat so go for some tempting goodies, maybe soft foods at this point and small bites of meats.

Is the dog showing any other signs of illness other than just not eating? Is the dog in decent physical condition? To give decent advice, we need more information. You can easily call your local humane society and ask them to direct you toward veterinary assistance.
If the dog is in okay physical condition, try taking it for a walk- 15-20 minutes. This may help increase the appetite and desire to eat.

Call the humane society and explain the entire situation. In fact, call the vet even, and explain that you cant afford to pay all of it upfront. They'll probably let you make payments depending on your income.
