I never see any trucks come along to refill them or anything. It's wierd.

There's a pump station somewhere nearby or underneath the tower. It will refill the tower periodically... the tower is there to provide a steady water pressure, which would overtax a pump by itself. See http://en.wikipedia.org/wiki/Water_tower

The water tower has a large pipe that allows water to be pumped up and to flow down that same pipe. The city runs high service pumps which pump water into the system, they create pressure on the system, and the water needs to go some place, and it goes up the pipe to fill the water tank. When the tank get full, the pumps shut off and then the tank provides water to the city until a low level is reached then the high service pumps come back on. At night when demand goes down, the tank normally fills, and during the day when demand is high the tank empties.

I have programmed several water system here in the USA.

The pump station maybe several miles from the tank.

The water is pumped up the same pipe as the water comes down.
