In my views the best is Corel Paint Shop Pro Photo XI with many improved features,though corel paint shop pro x is also good. Check it here

PSP 9 is MUCH better and much more stable as compared to 10 (After Corel bought JASC)

I use PSP 9 and would not give it up for any other version.
