We are planning on eloping because the family & friends are just too many. However, we will be renewing our vows on the cruise (everyone will be expecting a wedding ceremony instead). Do we send out announcements, invitations or what?

I would just send an announcement saying that you and your love are proclaiming your love for each other for the second time...or someting to that effect. You could also just invite them to a "reception" when you get home from the cruise, that way they will get to see you and be a part of the celebration, even though you eloped. I got married both times with out my mom there and she wasnt happy so you might want to have both sets of parents there as witnesses.

Unless your would-be guests will be along for the cruise there's no point in sending invitations. Announcements would be more appropriate. If your would-be guests will be taking the same cruise, you can invite them to a ceremony. You don't have to say that you intend to elope first. You can explain that on the day if you like.
