They have been carpeted and covered with linoleum I think there is some type of glue on it from the linoleum it is black and has been painted in some spots the overall condition is good except for the paint and black stuff. Is there any kind of cleaner or stripper for this flooring?

You can rent a sander, then you put a finish of your choice and poly for shine. I suggest you hire someone if you've never done it or at least seen it done.

You would want to try to strip all glues off the floors, then you will want to sand the floors and the previous answer is correct you can rent them usually from a local construction rental company, and sand them very well. However be careful as you can also damage the floors. If the floors have been treated roughly in the past then you will not get perfect floors like you see in Lowe's you will get even better floors with more character and detail. So you just want to smooth the surface and get the trash off the floors. Then put down a high quality sealer to protect the floors.

You sound like a candidate for floor sanding. You can rent the machines and get a good result with practice. You can also hire people to do it. It is noisy and dirty, but nothing looks better than a wood floor.
