Any public health program is an efficient one -- e.g. education on healthy diets, diabetes, sexual practice, drug use, immunization/vaccination, etc. and much of medicine is being directed toward the preventive aspect, because effective prophylaxis precludes epidemics of disease and reduces morbidity in general

an good example of an efficient health program is childhood vaccinations. it's much more efficient to prevent disease than to treat it, especially for things like polio, which can be severely incapacitating.
