In Oklahoma, cities don't receive any property tax revenue, and are nearly completely dependent on sales tax revenue.

In small towns, the grocery store often represents over half of the city's tax base. If groceries weren't taxed, the towns would be strapped for cash, and unable to pave roads, make environmental improvements to water and sewer systems, or pay police.

Oklahoma isn't the only one. I moved from Oregon, where there is NO sales tax, to Arizona where they tax almost everything!!

Each state legislature decides what, if anything, will be subject to sales tax in their state. There is tax on food in several states, not just OK.
