It's 16" to the seat or where?

This is referring to the wheel size, the actual outer diameter including the tire. This size is usually for a 3 to 5 year old depending on their physical size. Once you get to a 26" or 700c wheel then it goes by frame size.

that sounds very much like wheel diameter (corresponds to 40cm if you think in metric). Definitely kid size
google for images, there are plenty, just enter 16" bike...

generally it is the length of the seat tube, or with kids bikes the overall height

if you are not sure what will fit the kid, take them to your local bike shop and get fitted by a professional, saves time and hassle
