Yes, when Joseph first found out that Mary was pregnant, he knew that there was no way the kid was his, so his first response was to "put her away quietly"...(we sure hope this phrase means he intended to divorce her, and not sink her quietly in the middle of the Sea of Galilee)...
Anyhow, while he was deciding what he ought to do...divorce or a boat ride?...God sent His angel to Joseph to explain that Mary was still a virgin, and the child was God's Own Son. Knowing that he was taking on a heavy responsibility, Joseph agreed to take Mary to him as his wife...
And the destiny of the entire world was changed forever...

You're right, in that time, if you were engaged, sleeping with another man was grounds for divorce. However, Mary did not sleep with anyone. She was indeed a virgin, carrying Jesus from immaculate conception. God revealed that to Joseph, and he believed God, submitted to God's will, and did as he was commanded, and married Mary.

Matthew 1:19-25 says, " However, Joseph her husband, because he was righteous and did not want to make her a public spectacle, intended to divorce her secretly. But after he had thought these things over, look! Jehovah’s angel appeared to him in a dream, saying: “Joseph, son of David, do not be afraid to take Mary your wife home, for that which has been begotten in her is by holy spirit. She will give birth to a son, and you must call his name Jesus, for he will save his people from their sins.” All this actually came about for that to be fulfilled which was spoken by Jehovah through his prophet, saying: “Look! The virgin will become pregnant and will give birth to a son, and they will call his name Im·man′u·el,” which means, when translated, “With Us Is God.” Then Joseph woke up from his sleep and did as the angel of Jehovah had directed him, and he took his wife home. But he had no intercourse with her until she gave birth to a son; and he called his name Jesus."

His plan was to "put her away quietly" (I love that phrase); but then an "angel" came to him in a dream and informed him that his wife had only messed around with a pigeon, so everything was kosher.

'cause an angel told him Mary's pregnancy was cool ... no fool'n around involved. Joe was cool with that.
