No, it is not right. If a person wishes to insert their own words into an article (as in clarification of a point), then they need to let the reader know they are doing so. A usually accepted form is using [whatever these bracket things are called].

Simple as.

If you want to add your own comments into any published article, you need to make sure the published article comments are contained in inverted commas, and marked QUOTE and UNQUOTE when finished

You can then add your own comments - preferable in a new paragraph, so the distinction is obvious.

At the end of your article, you need to acknowlege the original author of the published article.

Anything else is plagerism - NOT A GOOD IDEA !!..

American get very exciteable when they see thier work plagerised, and, being a litigious Nation..... a lawyer is but a phonecall away !

The person is probably an aspiring journalist. They are notorious for mixing opinion with facts and then presenting the conglomerate as fact.
