My 13 year old daughter began proving herself a year ago to get her puppy. We were impressed by the way she handles other people's pets, her willingness to be responsible in other ways, and her commitment to saving money for her future puppy. We also help with rescue animals (volunteering at shelters, taking care of strays until a shelter can place them) which gave her more opportunities. If you're old enough to do volunteer work, you might work with shelter dogs to show you're able to handle it. Also, it gives you experience in training and such, and might even help you find the right puppy through the shelter.
My daughter got her puppy about two months ago, and she has some input for you. We've always had dogs, but this has really been harder than she expected. She takes all responsibility for this puppy; house-breaking, feedings, cleaning up, exersize, and teaching commands. He kept her awake all night for the first 2 weeks. It can surprise you how exhausting it is!
If you're committed, and a puppy will fit into your life, I think you can convince your mom. Just remember, this will be at least a 12-year commitment! We wish you the best!

I let my son start with a fish. He had to feed it twice a day and clean out the tank once a week. I knew the time had come to talk about getting a dog, when I no longer had to remind him about the fish, and it was still alive.

Perhaps you can do something like that to show your mom that you are responsible enough for a pet.

If you reqally want to prove it to her, I would start by volunteering at a pet rescue center or maybe seeing if one of your neighbors or family members with a pet would be ok with you pet-sitting for a couple of days. Your mom wants to see a commitment from you - and if you are truly committed enough to go out of your way to do something like that, I think she might start to see things your way.

you have to show you are responsible
Make your bed every day.. do your chores, babysit, get jobs take care of plants, get a goldfish and feed, change its water every day
Do your homework as soon as you get home... this will convince your mom you are responsible
