yes windows has this function. Go to START PROGRAMS ACESSORIES ACCESIBILITY and NARRATOR.
Also there is a program on the net called ShitTalker

You can use the text-to-speech software. Microsoft Reader has that capability. AT&T Bell Labs has an online version too.

Try the AT&T site they have what you looking for. Might want to try doing a search on free text to speech.
